Strict finality

Finality follows signed_power × 3 > total_power × 2. The current three-validator Public Testnet reaches finality at 3/3; the Mainnet launch baseline of nine validators reaches it at seven or more.

Environment separation

Public Testnet, Testnet 2 and Mainnet each maintain their own Genesis, Chain ID, validator set, state and evidence boundary.
